I saw someone texting while riding a bike and I was like "You're kidding me". But I wasn't really surprised.

Instead of giving the $120 to the city they should give it to whomever they knocked over.
Going back to my original example at the Broadhurst. It was the end of the show so the staircase was filled with people. So, had I fallen I would have knocked over whomever was behind me, they would have knocked over whomever was behind them, and so on. With my rule the texter would have to give us all $120.
