What's annoying? The law or people walking and texting? I nearly fell down the stairs of the mezzanine at the Broadhurt a few months ago because of a teenager who was walking and texting. She plowed right into me because she wasn't watching where she was going.
It shouldn't need to be a law but I guess there have been enough problems to cause them to do something.

Wow, that's pretty intense. Not that I don't find it annoying, but $120 fines? It's not dangerous, just irritating. And it's not like texting in a theatre, where you're ruining something that others have paid to see.
What's next? If you stop while having a conversation with a friend, you get ticketed for blocking the sidewalk? Is this the way they solve the problem of overpopulation in congested areas?

I've seen cars swerve to narrowly avoid people who were so busy with their phones they weren't paying attention to the street lights, I once saw a woman walk into a an old lady with a cane and nearly knock her down, and as Eris pointed out, the problem of people texting while on staircases has become almost epidemic.

But I've seen people do that who were having conversations with each other, too. They're equally "dangerous."
This is a "crime" of anyone who is distracted and not paying attention while they're walking, not just texters.

LOL Then people can get fined for paying the fine.
And while they CAN watch where they're going during a conversation, that doesn't mean they do. I've seen people stop dead in their tracks to make a point, many times.

I know I sound like John Locke, but the government needs to stop telling us what we can't do.
Seriously, schools are in trouble all over the country. The economy is being crippled. We're at nearly 10% acknowledged unemployment. THIS is what the city of Philadelphia is worried about?
It's an annoyance, surely, but so is the fact that there's never any place to park in that city. How about making some legislation to open up some parking? It would be far more useful.
