This Bush quote from a press conference, when the President was addressing a reporter:
"You violated the one question rule right off the bat. Obviously you didn't listen to the will of the people."
That one made me laugh while shaking my head in bemusement.

to you, rlb. i thought it was funny, from the sound of it, so did most of the press corps.
he was talking about trying to work with democrats, tiff.
"you covered me when i was the governor of texas. i told you that i was going to do that as a governor. there was probably skepticism in your beady eyes there."

The funny part of Bush's attempts at humor lie in: a) the chuckle he does leading up to, and following his wisecrack; b) how uncomfortably bad his comments are. I guffawed at the reference to "beady eyes" simply because I thought he would be flayed.
But his delivery is more like, "ah-heh, ah-heh. *pause* Need some wood? ah-heh, aheh. *awkward silence*" And THAT'S what makes it funny.
