I have to agree with PJ on this. The 'blow them out of the water' approach is overly simplistic. That involves arming and training every vessel at sea. It also involves being able to readily identify the pirates from a distance. I'll assume the no longer fly the skull & crossbones flag, so how do you know who the pirates are?

Many larger ships either have water cannons or Sonic weaponry that hurts the ears of the 'pirates'.

No guns are needed.
