i stand by my answer...i don't know the show well, but i think maybe "The Doctor" doubles as "The Padre" in the show-within-the-show...and here are trio lyrics:

Per the IBDB, in the original cast of MAN OF LA MANCHA, the Dr. was played by Jon Cypher.
The Padre was played by Robert Rousevenville.

to get semantic, MUNK, the question is not stated "who sings I (or we) am only thinking..." but "who is only thinking"....since all three are singing of "only thinking".
Not to mention the metaphorical implication of taking a lyric excerpt for the question, which can be interpreted as "which characters participate in this song"....

The ANTA WASHINGTON SQUATE Theatre is on 40th W. 4th Street.
The Virginia Theatre (formerly the ANTA) is on 245 W. 52nd Street.

The answer is: although MAN OF LA MANCHA opened at a Theatre NOT in the Broadway Theatre District, it did so using Broadway-level Equity Contracts for ALL artistic and professional personnel.
THEREFORE, VARIETY classified it as a Broadway Production.
