I'm not from New York so I'm not sure what you have to pay for and what is free. There's a lot to see in DC that's still free - all the monuments, the museums, the art galleries. And there are a LOAD of them!
Do you have to pay to ice skate in the park? Take a hike (seriously) across the Brooklyn Bridge. Oh - there must be lots of things to do!

If NYC,
Take "The Works" free tour of Central Park with the Central Park Rangers.
Take free walks with Shorewalkers all around the shore periphery of Manhattan and other locales.
Many of the NYC museums will accept a donation and give admission, even $1.
Walk up and down Riverside Park. Central Park.
Walk the streets of Manhattan in the Village or Soho.
Stop by Harry Winston's and go in and look at the jewelry. Or Tiffanys.
See the window displays of the major stores like Bloomingdales, Saks, Macy's, Lord & Taylor's, and Bergdorf's.
See the big Christmas trees at Rockefeller Center and Lincoln Center, and the ice skating at the former and in Central Park. I think Bryant Park has a free skating rink, too.
Walk up and down Madison and Fifth Avenues.
Watch the boats in the harbor or on the Hudson.
Take the Statan Island Ferry.
Visit the New York Public Library.
Use your imagination.

I'm from the suburbs of Chicago. I'm not looking for stuff to do in the city, either because I'm down there at least once a weekend with my boyfriend, who always pays, so. . . HaHa.

I usually just go out for long walks by myself. I feel quite peaceful and serene and calm while doing that.

Go to your local library and check out the first volume of Anthony Trollope's Palliser novels, Can You Forgive Her?, and begin reading. When you're done check out the 2nd novel, and read it. Continue in a like fashion until you have finished all six.
Then you might try the Chronicle of Barsetshire, beginning with The Warden. There are five more after that one.
By the time you finish all twelve novels you will have a better understanding of life in mid-Victorian England, both in the country and in town; of how people occupied themselves when there was no television, or radio, or computer, or Internet, and yet, for many, having no money was the natural order of things; and you will have improved your vocabulary and reading comprehension.
Also, by that time you may have children of your own, and impart on them a love of reading.
