Why do some users have a grey "Send PM" Option?

It means they aren't on the site at the time.

Did you click on it? If you try clicking on one, it takes you to a screen that says the user is not accepting private messages.

Not always, Wyn. I just clicked on Bluemoon's grayed out button and it took me to the screen where I can message her.

Mine must always be on, because I leave the page open all the time, whether I'm looking at the site or not.
