Well, I got a new hair cut--it's really short. So, I bought some hair paste for my hair--help it spike in the direction that I want it to. And, if you don't rub it in all the way--it leaves white clumps in your hair. So, I think the man in the picture was trying to use my hair paste on his beard--to make it perty.
