My choices are made on consistently good performances. I also agree with:
Sissy Spacek
Laura Linney
Toni Collette
Shirley McClaine
and I would like to add Rachel Griffiths
Ooh yes, Laura Linney. She's just tremendous.
Julianne Moore
Meryl Streep
Al Pacino
Daniel Day Lewis
I don't think I've seen Kenneth Branagh mentioned yet. And Liev Schrieber impresses me more and more with each film.
Ooh, and how about Mary Louise-Parker? When Hollywood's borrowing her from her home on Broadway.

The entire cast of "White Oleander"
Alison Lohman managed to hold her own against all of the great actresses in WO, and was great in Matchstick Men. I'll add her to the up-and-coming list.
Govna, WO is probably my 2nd or 3rd favorite "serious" movie ever. I am such a movie nut that I have to seperate "favorite" into categories.
Meryl Streep
Sean Penn
Julianne Moore
Al Pacino
Johnny Depp
Chris Cooper
Colin Firth
Parker Posey
Hugh Jackman
Uma Thurman

Ooh, I have to add Kate Winslet to my list. She was phenomenal in Eternal Sunshine of the Spotless Mind, the movie that should require a double viewing. :P
I've got to add Samantha Morton to this list.

A few not mentioned so far:
Mark Ruffalo
Alfre Woodard
Maggie Smith
Jeanne Moreau
Phillip Seymour Hoffman
Judy Davis
Don Cheadle
Kathy Bates
Jack Nicholson
Ellen Burstyn
Gene Hackman
Robert Duvall
Dianne Wiest
Tommy Lee Jones
Miranda Richardson
Christopher Walken
I also don't think anyone mentioned Jessica Lange yet.
Yes Margo... I agree with most of your list, especially Judy Davis!
I have to agree with Meryl when she said in her Emmy speech last night that Judy Davis' performance in the Judy Garland Story is one of the best performances by an actress ever captured on celluloid.
I'm so glad that someone mentioend Parker Posy and, of course, Julianne Moore.
I would also add to the list, Phillip Seymore Hoffman, Jennifer Jason Leigh, Ed Harris, Susan Sarandon and Joaquim Phoenix.
A wonderful actress who I miss is Jodie Foster. I wish she would return to acting.
Tobey Maguire
Kevin Spacey
Michael Douglas (loved him in WONDER BOYS)
Catherine Zeta Jones (Duh!!)
Collin Ferell (while he is in almost every movie, he plays different characters and all very well)
Nina, Jodie Foster has two movies coming out (A Very Long Engagement & Flightplan) plus she is lending her voice to the animated film TUSKER.
That's great. I hadn't heard that. She's been behind the scenes producing far too much in recent years and needs to be back on the screen.
Now she'll only accept a film role if it gives her the time she wants with her kids. I hear she has a very strict schedule she sticks to and that limits her choices.
Which is why I admire her both on and off the screen.
