I think around Christmas time, you have to give recognition to "It's a Wonderful Life."
Otherwise, I would agree with The Wizard of Oz.

Ok, going with imdb here ... obviously not always the most trusted source of information but it's worth a shot. I cut and pasted the list of "referenced in" from each movie into Word and then just put on number bullets - much easier than actually counting. :)
Wizard of Oz - 431
Star Wars - 484 (Only checked the original movie)
Godfather - 232
Casablanca - 209
Oz and Star Wars are close enough that I'd probably not argue if their places were flipped ... this probably doesn't include every TV show quote. But those 2 were high and above the other 2 that we guessed.
