I don't get how that kid wasn't kicking or doing anything to being dragged like that.

I can't see the video but it sounds like the leash was around his neck. It's hard to kick and scream when your air supply is cut off.

I wonder if she has daddy on a leash too...

The leash is not around his neck . The harness is like the one doodle posted above. Because of the drag of the child, the leash clip on point it has ridden up behind the kid's left shoulder.
I have seen other kids in malls on these harness/lease things and I applaud the parents. A raging 2-3 year old having a temper tantrum can cause a lot of trouble and pose a risk to himself. I have also seen instances where the child has flopped on the floor and gone lifeless if he didn't get what he wanted.
I seriously don't think the child in this video was harmed in the least.
