I emailed Rick Lyon off his website for some reason (I forgot what.) I asked him the George Bush question and he said
"We'll change it to whoever the President is. Remember, it's not a slam against Bush. It's just a joke towards whoever is president!"

It was the Broadway production that I saw use "Jersey" instead about 3 or 4 times. So you are incorrect about the NY cast keeping it as Hicksville but the tour not changing it.

Posted: 9/21/08 at 5:23pmOk, I never said that ONLY Americans should get the Bush joke in Avenue Q. Weez said that it goes over BETTER in England than in America. ALL I said was that I found that hard to believe since the joke goes OVER so well in New York, the only way it could be even BETTER in England is if the audience laughed themselves to death or something I guess. Sheesh why is up with everybody today.

I remember reading somewhere the the Jersey line was used in the tour and in international productions such as the original West End one. This was because international audiences would know what Jersey/New Jersey is but people that don't live in NY might not get the Hicksville joke because a lot of those people don't even know what Hicksville is.
I remember reading that Larson said that Maureen was from Hicksville only after finding out that Menzel herself was from Long Island. I don't think that was the original line Larson came up with.
