While I actually think that the song works well in the film and I wish they could have expanded a little more on the relationship between Valjean and Cosette in the musical, I think adding the song to the score as it stands now would break the flow of the stage production.

I'm all in favor of anything that fleshes out this relationship some, but where do they put it in the stage show that doesn't stop the momentum stone cold dead?

Obviously in a massive condensation of such an epic work, lots of moments are going to be left out. The show has worked and pleased audiences for decades without the song, so this is one of those cases of not fixing things that ain't broke. If they used it at all, they could reimagine it as a preamble to "In My Life" and then cut that one down a bit. That way, they give the perspective of the passing years and the surrogate father/daughter relationship from both Valjean's and Cosette's perspective together in one flow.

I actually think the reprise before the wedding would be a better place to use it. Though obviously that would cause problems with Cosette's costume change.
