Do they use different tickets for these and then put up more tickets when ttickets go on sale to the general public?

No. They basically get to buy certain alotted tickets before the general public.

they get seats and you can buy some of them. Sometimes they are good...sometimes they are really bad

Amex presales basically give their cardholders first dibs. My parents always buy this way and have always been able to get excellent seats. Amex pays a big premium to have this perq available to its customers so there are always great seats available to them first.
I know for Sweeney Todd, they definitely get the good seats as this is how I got front row tickets.

No. All seats are available to AmEx cardholders. The Odd Couple, for example, nearly sold-out from the pre-sale alone.
i got sweeny front row tickets through telecharge.
But yeah i thought of gettinga card just for this reason but the yearly fee is like 70-90 dollars.

ALL tickets are available...it isn't a specific seating area.
