I guess the best attribute of a head shot would be that the picture screasm out "Here I am! Love me or hate me." Good lighting and postioning I suppose would be the best way to convey your features and personality. Norbert's for example has him laughing. It portrays his image as being a fun-loving person which everyone knows he is. Some pictures I have seen in a playbill have had actors with faces like stone (ie no smiling, no emotion). A good pic should convey who you are. Those just seem shallow.
Well, there are sort of..two kinds of headshots. A "serious" one and a happy, loveable, smiley one. The ones you dislike don't necessarily mean they're void of emotion, but they're actually expressing a very stern emotion. A very serious mood.

Norbert Leo Butz's headshot is absolutely ADORABLE! And Barrett Foa's is, of course, gorgeous. i don't think that there are any pictures of him that are bad. don't you just hate people like that?
The second shot of Carly Jibson when she was in Hairspray. She had one when she first started and then switched.
Hugh Panaro's is good...it makes him look younger
John Selya's is nice, although he looks slightly high
I must say... I think Susan Egan has had some pretty good ones over the years.

I love Marla Schaffels she looks just like Kristen Davis in it.
I love Vicki Clark's current headshot, not just because of the quality of it, but also because of fabulous expression she has on her face and the tousled look of her hair--it's very genuine.

There are some well-known actors out there who's head shots are at least ten years old, and show them with full heads of hair when they are now very balding. Are they deluding themselves, are they to cheap to get new photos, or do they just not care?
