As far as "copying the set" is concerned, it really comes down to what is in the printed script. If the script says "There is a rolling unit with a wall - one side represents the public urinal and the other side is Cladwell's office", than it clearly isn't "stealing" to have such a unit in your production.
Some scripts provide detailed set descriptions, costume plots and blocking. In those cases, the author probably wants future productions to follow those guidelines. On the other hand, some scripts contain virtually NO descriptions of sets, costumes or staging.
