I didn't quite get that this was an "either or" scenario myself.
Cameron has probably got several musical film projects in development, and whichever lands with the most "green lights" is the one he'll jump on.

Mark Lester's singing voice in OLIVER! was dubbed by Kathe Green, the daughter of the film's music director, Johnny Green. Apparently they had several boys who auditioned for the dubbing job, but they all had very legit "Broadway" sounding voices which did not match Lester's soft-spoken speaking voice. But Green was able to imitate Lester's voice perfectly and she got the job.

Well not really. When his voice moves from speaking to singing, it sounds very weird.
The new London production, is the start of the marketing campaign. A Saigon film needs the stage version, to put the musical back in the minds of the wider movie going audience. Les Miz has never gone away, so did well at the box office. The film version WILL happen.
