I saw Sally Mayes perform in the show over 15 years ago so my memory is a little fuzzy. I do remember for certain that she sat alone on stage in a chair. I am about 80% sure she just sang the song to the audience. She definitely did not sing the song to another character. It may have been an "internal" monologue, but I'm farily certain she addressed the song to the audience. Hope that helps.
It's not specified, so it's up to the performer. I've seen it in mostly cabaret settings, so it's always been direct-address to the audience.
The version I saw had the performer do the entire song in an office desk chair that she wheeled about the stage, twirling, rocking, and emphasizing each lyric line. It's a great song but the performance really elevated it.
Cast albums are NOT "soundtracks."
Live theatre does not use a "soundtrack." If it did, it wouldn't be live theatre!
