I can neither confirm nor deny that, Doodle. However, I assure you, whatever this came from, it was a professional filming for some kind of broadcast. In fact, it might very well have been for Japan as many things were filmed for release there he always managed to get his hands on.

Hey bwaysinger, I've seen a really bad Tick Tock in a production. It was by a theatre company in LA that is supposedly a semi-professional company but does community theatre level work. In this production, for some reason they had it danced by the actress who played Marta--we saw far more of her than we ever wanted to. She wore sort of an ice skating costume with rhinestone fringe around the waist. It created a fun effect when she did a turn too close to the piano and they clattered across the wood like thunder. Though the show was mostly done with an onstage piano the dance was done to pre-recorded music. The choreography didn't really say anything about anything and was just turns and kicks on a space that was too small for dancing.
The production itself was not good (though it got good reviews in the LA papers). Joanne was played by an actress who rather resemble Ruth Buzzi and it was way overstaged. In Another Hundred People the director had cast members running across the stage and standing in tableus to illustrate the lyrics, and in Ladies Who Lunch he had the women walk slowly across the stage carrying books, drinks, acting out various things mentioned in the song.
I think if you don't have a great dancer in the role and don't have a concept as to what the dance is supposed to mean Tick Tock should be cut.

I once saw a production of Pippin where they used very elaborate masks with beads on them. All during "Magic To Do" you could hear the "kchink-kchink" as the beads fell off the masks.

I agree, the part of Kathy does become quite underdevelopped.
She has that one small scene in between verses of "Another Hundred People" and then sings in "You Could Drive a Person Crazy" and then disappears.
Marta has a whole song, and a big scene, plus she shows up at one of the dinner scenes later.
April has a few scenes, and Barcelona.
I wouldn't be surprised if they added it for McKechnie.

I feel as though its a number that can be cut, but if you have an actress who can handle the dance level, its important not just for Kathy's development, but also for Bobby's. Having the "I love you..I love you...I...." juxtaposed with the other couples seems a really cool concept. Plus it helps bring the plight of the girlfriends a little more to the forefront instead of making them so secondary.
