Considering the number is in act 2 when he is NOT in the 1800s, what is the problem people seem to have with the costume design?

Act One was George Seurat in the late 1800s (I think). Act Two was George Seurat's great grandson George in the 1980s, and he sings with Dot, who is his great grandmother.

Yes, Mandy Patinkin said it when presenting the number - a visual artist, George, meets with the presence of his great grandmother (the lady with the hat and parasol).

Aha! That's why I missed it then...I was watching it with the sound on as low as possible because my parents were asleep.
