Gavroche doesn't come back from Heaven because he's too young to stay up that late and all those stuffy old child labor laws Newt Gingrich would like to do away with mandate he be home in bed by then.
I never thought about it before but it absolutely doesn't make any sense for Eponine to reappear at Valjean's death. (Apparently at that point I was too exhausted to care or think analytically.)
One almost wishes it were Javert reappearing and offering his hand to Valjean as an act of ultimate love and redemption, finally freed from the false restraints of earthly morality which bound him. Simply because it would at least make some dramatic sense.
But of course that would be saccharine beyond belief.
I always thought it was because of the popularity of the characters of Fantine and Eponine. Both get great solos and are killed off. Having them come back to escort the leading man to heaven is a little closure for the audience. Like, yes both lived horrible lives and died tragically- but hey, they at least went to Heaven in the end!
