Rush for Fun Home wouldn't be posted until the week of the performance (generally Monday or Tuesday) on the Kimmel Center's website linked here. Generally for the Forrest Theater performances, the tickets are $27 dollars and those rush tickets would be sold day of at the Forrest Theater box office. In the past, I've gotten rush seats all over the venue. This price is a little cheaper than some of the show options on Broadway, but they won't post the official information until the week of the performance.
As far as travel, you can take Megabus/Greyhound/Bolt Bus down to Philly from the city and its fairly inexpensive. Greyhound would get you right into Center City while Megabus and Bolt Bus generally drop off near 30th Street Station. I do know Megabus and Bolt Bus sometimes do have a drop off near Independence Hall, but it varies schedule to schedule whereas Greyhound has a station on 10th and Filbert Street. I can't comment on places to stay in the area, but I'm sure Booking.com or something of that nature would give you a few options in terms of places to stay in the area.
