You can be sure the motion was written "upstairs." Which may explain why, substantively, it is incorrect. A government with a different temperament could always stop his entry at the border. Plus he needs a work permit.

I have tickets to Paradise Square at the Berkeley Rep, will see it in previews in a couple of weeks.
