"Folderol" is Loesser/Runyon slang for jewelry. The whole song is about how guys who are in love do things that they wouldn't ordinarily do.
So the "mug" (guy) recently out of "the jug" (jail), should be staying away from crime, but because he's in love, he's still shoplifting platinum jewelry.
Why? You can bet that he's doing it for some doll.
