Hamilton Settlement Talks Stall

Previously, BWW reported that an audience member sued Hamilton for not accommodating blind people.

It looks like the producers of Hamilton are now reaching into their wallets, but they're stuck on some final points on the settlement agreement.

Why is the burden upon the individual producers, instead of the theater owners, to invest in the accessibility technology?

So, on Broadway, all of the speakers, sound equipment/board, and lights are provided by the production and none by the house?

Am I mistaken that on the road, it's common for a basic setup to be provided by the theater, which the tour supplements as needed?

Quite mistaken

In a Broadway house, the theatre is licensed bare and the production provides EVERYTHING.

For a Broadway-style tour, the touring production travels with everything and provides everything - lights, sound equipment, etc. the tour's Tedh Rider specifies what the theatre will make available to the show - generally just spotlights to the productions specifications and a generic consent to tap into the theatre's available equipment if needed.
