Less is more.
There was only one Judy Garland and she's over that rainbow.
Realize how you use your hands when you talk, when you converse. Translate that body language to match your lyric and melody.
The song is about the song, not about your gestures, but when there's a definite juncture, make a decisive gesture. Just not too big.
Don't be afraid to rehearse your hand movements with and without the song. Your face too.
Repeat, less is more.

When I sing sometimes, I try not to move my hands around as much because I tend to...::ahem::...illustrate words in normal conversations more than I normally should.
But sometimes, my hands move around and I really don't realize that I've done it. Just go with instinct and let it become natural. But if it's for an audition, don't let them see that you're not confident. This is usually expressed by closing your eyes when you sing.
