Hard Times Musical?

Does anyone know anything about a musical version of the book "Hard Times"? I found out that a reading/workshop is currently happening in Toronto with Merle Dandridge, and Jackie Burns among others with a book by Craig Lucas, produced by  Teatro Proscenium Limited Partnership, the new company helping Garth Drabinsky. I can only find this article from June 2015 talking about it.

there is a workshop happening in Toronto right now, with a book by Craig Lucas, Jason Howland adapting Stephen Foster tunes with new lyrics by Nathan Tysen; Moises Kaufman is directing and Bill T. Jones is choreographing.
