That was from before Phantom opened, it was made as a kind of teaser which why it is so different, it made everyone think that Steve Harley (Phantom in the video)was going to be the original phantom. It is all in the "Longest Running Show Program".

Taken for what it is: a teaser, a stand alone video to shocase the song and Sarah, it is 80s FABULOUS.
Knowing what can really be done with thew song and seeing how it is on stage is a whole different thing.
