I believe you're referring to the opening verse or "intro" to the song?
Yip Harburg and Harold Arlen wrote those "added verses" for all of the songs in The Wizard of Oz for the sheet music releases. They were not written for the film, or ever intended to be part of the film's music. And they were all written after the fact.
They all have them: Over the Rainbow ("when all the world is a hopeless jumble"), The Merry Old Land of Oz ("there's a garden spot, I'm told, where it's never too hot and it's never too cold").
The verses are very good, and they make nice additions to each of the songs... but again, these were like "added bonuses" if you bought the sheet music.

bustinloose---Ella Fitzgerald sings the opening verses to Over the Rainbow and Ding Dong the Witch Is Dead (on her Harold Arlen Songbook). Both are stellar renditions, and you can hear the verses on Amazon...

Although the intro is not sung by the scarecrow but by two/three flying crows. I was recently in a production of the Wizard of Oz and I played one of these crows.
