Joking and trolling aside, I don't think it's that ridiculous that a piece of music could be written in just two or three weeks, but musicals are a process and a lot of it is done during the development of the entire show. Adding scenes, songs, etc... based on the involvement of the actors, director, everyone. Now because of the politics involved it takes forever to get a musical on its feet (although not always) but sure, I bet an accomplished and knowledgeable musician could just sit down and crank out a bunch of songs and be ready to go with at least something to show in three weeks.
It's especially helpful when you're not really worrying about the words (in the case of Handel and Elton John ;P Now somebody's going to come on and say that Handel worked with the finest of Europe's lyricists or something. The bible?)

Watch out, Elphaba is really Sondheim in disguise.
Make sure you have a good book. Really. Maybe even find a playwright to help you with it. It has to tell a story before anything else. All the student-written musicals I've seen have been badly marred by bad books.

There is a musical version of The Lion, The Witch and the Wardrobe. But it's not very good! Cute though.
Student musicals probably suck more because they are student musicals than anything else. Even Sondheim didn't get it quite right until Company when he was what, 40? By get it right I mean find his style and really add a lot to the show (Forum has such a strong book the music is almost superfluous).
Of course we have it easier nowadays because we "know all the rules" about making musicals. But really, it just takes that magic element of everything coming together right, or lots and lots of know how.

I just have this image in my head about Lucy on stage and then the center aisle door at the back of the theater bursts open and this white light shines down the aisle and in hussles the faun (Mr. Tummlus)and he walks down the aisle and onto the stage. I just like that image.
