What is generally around the best time to enter, do you think? Is there a consensus on whether your name will get picked if you apply at a certain time?

By definition (and law) a lottery must be random and cannot be dependent upon such a thing.

for the telecharge lotteries, definitely enter before the first drawing of the morning which is usually 10AM.  I believe that is the main lottery draw for winners, and the 3pm drawing is only to replace 10am winners who did not purchase tickets.

Broadway direct does not have this policy and only has one drawing at 2pm/3pm/4pm depending on the show.
