I'm sure its house specfic, but in the vast majority of my lottery wins, the tickets have already been preprinted, so when you arrive would not impact where your seats are.
I think how quickly you pay is more likely to impact your seats than when you pick them up in most cases.

My lottery seat for Frozen was partial view.
The orchestra side seat enabled me to see only 60% of what was on stage. When she sang the hit song from the show I never saw her, since she was on the rear and I had no view. Very disappointed in the staging and when are those involved with a production going to view a show from all locations, not just 7th row center.I will never sit through Frozen again, once was enough. The two other winners behind me left at intermission.

Luckily, you paid $42 for that seat (about the value of it, no?) and there are partial view warnings all over the lottery pages!

Depends on the show but sometimes paying earlier is worse, and it's better to wait. Jagged Little Pill they give out partial view sides. The further back you go the less partial it is but it looks like they distribute the tickets from front to rear. My seats were AWFUL (but was able to move right next to Mariska Hargitay).
Hamilton's seats are predetermined by where you were picked in lotto, regardless of whether you even claimed the tickets. When unclaimed lotto seats go to the cancellation line, they've been scattered.
When Come From Away is close to sold out the lotto seats are the boxes, other times you can snag unsold house seats.
Basically, there's no hard and fast rule.

I've never heard of timing being a deciding factor in lottery ticket seating. However, I recently won the Friday Forty for Harry Potter and The Cursed Child. I tried to pick up the tickets on the same day that I won, but they said I had to come back on the actual day of the show. I had an excellent seat in the left dress circle. I truly don't think timing affects your seating.
