No, it's not. Chitty Chitty Bang Bang the musical is based on the film of the same name, which was also a musical. The music is by the Sherman Brothers, the same people who wrote the music for the Mary Poppins film and various other Disney films. But Chitty was not a Disney film -- it was produced by the same people who produced the James Bond films (the author of the book on which the film is based is Ian Fleming), and it is these same people who are producing the show.
Meat Loaf as the CHILD CATCHER?!? Sorry, I have a hard time picturing this. The film Child Catcher, Robert Helpmann, was very thin. The original stage Child Catcher in London, Richard O'Brien, is also very thin. As I recall, Meat Loaf is somewhat heavier than that. Also, the character dances around a bit on stage -- how good are his dancing feet?
Queen Muppet, in the film the Child Catcher does not sing, but in the stage production he does. It's a new song written for the stage show, titled "Kiddy Widdie Winkies" and, despite the corny title, isn't a bad song. It describes how the Child Catcher tricks the children into his hands. As sung by O'Brien, he was properly menacing, making any children seated in the front row a bit nervous
