Any suggestions for musicals or plays about school culture, healthy or unhealthy teacher-student relationships or school policies that influence student experience?

As the major focus? Sounds preachy and awful, but some jumped to mind that carry a less central focus:
Spring Awakening
The Prime of Miss Jean Brodie
The Children's Hour
(As I said, the above are "sort of" what you asked for.)

And lots of one act plays, if you are interested. Not knowing your quest makes it a bit more challenging.

Thanks for messages! Definitely don't want to be preachy, but rather to use the virtues of live performance to start a community conversation. One act plays would work well.

Tons of stuff that might fit your bill at Playscripts.com. Their playwrights predominantly write FOR middle and high school students, and therefore, a lot is about the school experience. Some of their stuff is garbage, but a lot is pretty good and incredibly accessible for the younger/non-professional actor.
If you are unfamiliar with them, you can read about 90% of each play online - you need an at account, but that's free. They are also great about working with you if you need to make cuts/change from m to f/etc.
Testing/Testing jumps to mind, which is a collection of 3 one acts by the same author (Alan Haehnel) and can be found at Playscripts.
