Either way, technically, the definition of being "out" for someone in the public eye is that they will talk about it publicly -- the key is that they talk about it with regards to the media; in interviews, and the like. So if Neil is just out at dinner with his boyfriend, not hiding, being normal about it, that's not "technically" out, apparently. By that definition, even if people in the right informative circuit know about it, he's still not really "out." Semantics.
