The only way to get tickets for the dress rehearsal without being invited is to stand outside the theater and ask around for an extra ticket. I have gone with large groups to a few of Encores dress rehearsals and they've always had extra tickets they gave to people standing outside asking around for them.

You can actually get passes to the dress rehearsal by becoming a member of the City Center. The cheapest is $60 and you get two passes. It's a pretty good deal.
