Productions mentioning “star dressers” or not.

I’m always curious about the production credits in the back of the playbill. I used to think that any time there was an “above the title” star they would list whoever the star dressers were. Is that not actually the case? I noticed that Cabaret doesn’t list a “star dresser” for neither Eddie nor Gayle, despite both being above the title. Conversely, Eva Noblezada and Jeremy Jordon are listed below the title for The Great Gatsby, but they both have their respective dressers listed. Where as, Merrily We Roll Along lists the dressers for all three of the above the title performers. 
 

So, I’m wondering is there no general rule of how productions have to credit dressers?
