Right to Dreamgirls Question (all the way from Australia)

I thought I would leave this to the professionals. I received this message on my facebook about why the rights to Dreamgirls wasn't allowed. If anyone can help this young lady out or know who she can talk to - please let me know.:

"hello from Australia ... I am trying to get the rights to try and stage Dreamgirls in Australia ... now I contacted Tams and they said they don't release the rights to Australia and I'm wondering why - we can do RENT, AIDA, Beauty and the Beast, Cats, Le Miserables, The Wedding Singer - just to name a few ... would u know why? We want to stage the show and raise money for the homeless shelters in Australia and don't know whether they will be able to give as permission for a three week season ... is it because of the African American cast? But we were able to stage RENT and AIDA?! Would u know of anybody I can contact who would be able to give the okay to stage the show?? Just thought I'd try you because you seem to know a lot of people in New York."

The shows she lists are all through MTI. Tams Witmark obviously has a different set of rules.
