I think the key is to let the people around you know what the deal is. Ask if having one person join you is going to be a problem with the people behind you, and let them know why the person is running late/when they expect to get there. Chances are there will be a lot less freaking out if you tell the person behind you that your friend just called from the bus and they're running a bit late and should be there in 10-15 minutes, than if the other person just waltzes up and hops to the front of the line.
It's definitely a fine line though. I was in line for the final performance of The Pillowman, and I got there at like 8am. Since it was a Sunday, the box office didn't open until noon, and at like 11:30, this one guy suddenly had 2 or 3 other girls join him (who I think each planned to get 2 tix until the rest of the line started freaking out at them). There were a ton of people behind me, and several people got screwed. We'd done a tally before that and the next two parties behind me should have been set with tix. I ended up getting the 2nd to last SRO ticket, and the guy behind me got the last one (his girlfriend wasn't able to join him). That was definitely on the shady side!

But when did New Hampshire become--Such a backward wasteland of seatbelt hating crazies?...I mean, only 40 people actually live there. The others are just visitors who come for the tax-free liquor and three inches of novelty coastline. John Hodgeman on The Daily Show (1-30-07)
