Sometimes yes, sometimes no. It pretty much doesn't matter who sings "Ol' Man River". You or I could sing it and stop the show.
I don't think "The Lees of Old Virginia" requires much beyond a passable baritone and a willingness to look ridiculous. The song succeeds because it functions as comic relief next to the rest of the show. (Not that I am arguing against Holgate's Tony; I can't recall what else was running that year.)
To be clear, I'm not arguing that "minutes on stage" should determine one's vote. I'm just saying it is one factor that might be fairly considered.
