Could it ever be a stage musical?
I love the film, love the music by Bruce Broughton, too (pretty well known know from commercials and Disney buy-outs).
I can see this on Broadway, and I'm not one of those who loves film-to-screen adaptations.
With the right composer (Guettel?), I could see this soaring over the audience in more ways than one.

I SWEAR I heard of a demo recording of a musical version of this.
And this was one of my favorite movies as a kid. I loved Lucy Deakins and haven't thought of her in years. I just looked her up and it looks like she's had a really interesting life!! - http://en.wikipedia.org/wiki/Lucy_Deakins

If they could get Mindy Cohn to reprise her role from the film; AWESOME!
Seriously though, I always thought the premise of the movie was lame; the whole movie is about "Can the boy REALLY fly????"
Well, look at the title of the film. Kinda gives it away.

Part of the reason the story works is because of the music ... which is why I think it's ideally suited for a Broadway musical.
... with the right songwriters ...

I totally forgot about that movie until I saw this thread. Oh, man, did I dislike that treacly flick.
But, to each his own.
