In that case, Yawper , and to give a serious answer, From my viewpoint that is unusual. I live on the boarder. If you follow the coastline from Forks, Washington to Vancouver, B.C. (actually Blaine, Washington, the main entry point to the greater Vancouver area) you will find every kind of police conceivable and the area is dotted with coastal military bases.

While I do see Coast Guard escort ships and red and white Aerospatiale Dauphin USCG helicopters doing regular patrols of the coastline, I have seen nothing of what you report - no unusual activity.
