Broadwayworld.com has just come out with its report on the ticket sale periods and they seemed to have confirmed likewise that all Amex cardholders ( not only Amex-Gold) are eligible for the pre-season sale.
If true, this is a wise business decision on the part of AMEX because they might have been throwing away potential business when they descriminated against their own non-gold and non-USA cardholders in the past. There is no competition from other cards as it is an Amex exclusive. This could very good for the presale program for WIW!

I still don't understand how can they sell tickets without a cast announcement? I would rather take a chance on seats than take a chance on having to sit through a performance by an actor I can't tolerate. JMHO

There are very few performances I cannot tolerate, and those that I can't, are either dead or not in any way going to be cast in this show.
The show is selling pretty well apparently in Group Sales, based on the ALW name. There isn't really anyone in the cast, outside of maybe Michael Ball, who is going to be very familiar to general American audiences.
It's not uncommon. Three Days of Rain is already doing group sales on Julia Roberts' name alone (which is a lot). No theatre or other cast has been announced.

I would go to an Andrew Lloyd Webber musical regardless of who he casts in the show
... I would go several times, if he casts Michael Ball
... In a recent television interview co-hosted by Michael, Andrew told Michael that he "commanded the role so musically well" after Michael took over the Fosco role.

Michael Ball's presence in New York since the weekend has been confirmed - he is now in rehearsals for the NYC Opera's PATIENCE, a Gilbert and Sullivan operetta, schdeuled for 8 prformances from early September to early October.
