If Assassins & LSOH never appeared on Broadway why would they be considered revivals ? A show that never appeared on Broadway should be considered new

Because the tony committee made a new rule that could deem a show "classic" as was the case for the recent "revival" of La Boheme. Little Shop will fall under revival, but Assasins hasnt been determined a revival yet as far as I know..?
