After a show opens is usually when Tony voters are invited to see the show. There is no way that they can wait until the last week of May to see them all...because many of them will have closed by then! Just this season alone, BIG FISH, FIRST DATE, BETRAYAL, SOUL DOCTOR, BRONX BOMBERS, TWELFE NIGHT/RICHARD III, etc. have already closed...and that's an abbreviated list from the top of my head.
As to your second question, there is no way to predict the likliness of when a lead will be out of their show. The exception is when a lead actor has an alternate who goes on at specific performances during the week, as is the case with A NIGHT WITH JANIS JOPLIN.

Last year i was attending several shows regularly. I know Patina Miller was out right after the nomination with an illness she caught during the cast recording (most of the cast was out or toned down their performances at some point because of the bug going around).
I forget what week it was, I think it was late May, I was not getting the rush seats I normally got because Tony Voters were getting those seats. I hope this helps. There is never any guarantee that a star or a nominee will be in. Illnesses happen, injuries happen, emergencies happen.

Most b'way performers have excellent track records. It's a job, and like any job, they get a certain number of sick days. They can't just take off because they feel like it.
