Looks like a drag queen... and the dog knows it... he's got a a "WTF?" look on his little doggy face.

About Fox turning such a tragic story into a fairytale of sorts: most fairytales are derived from some pretty dark events... so the whole deal with Anastasia being turned into an animated piece, isn't surprising.
