Sorry, if we're "hard" but what kind of "regional producer" -- i.e. the guy that pays the actors -- doesn't know what actors make?

Believe it or not I am actually an non working equity actor (it has been a while) the theatre I produce is not equity so I am not up on the latest.

You should also study before being a regional producer.
Not being mean or anything, but these things are pretty basic.
Now go research what a dresser does and get back to us.

I have friends who have nothing to do with show business and have never read a theatre board in their lives who can quote the Equity minimum of the top of their head because the strike details were in the newspaper every single day for a month.
