Does anyone know if the rights for FOSSE are available? And if so, where?
No, they aren't available. The entire point of the Broadway staging was to showcase the choreography of Bob Fosse. Because there is no way to monitor the choreography for regional and amateur productions, the creative team wisely decided to not release the licensing rights.
There have been a couple of authorized professional regional productions that were granted special permission because they were being overseen by people closely linked to the original Broadway production and the recreation of the dance could be assured.

It's too bad we get lots of crappy productions of A Chorus Line, though.
Well CHORUS LINE is a book musical that can be done without the original staging. There is nothing to unify the musical FOSSE except the choreography...
