No, they aren't available. The entire point of the Broadway staging was to showcase the choreography of Bob Fosse. Because there is no way to monitor the choreography for regional and amateur productions, the creative team wisely decided to not release the licensing rights.
There have been a couple of authorized professional regional productions that were granted special permission because they were being overseen by people closely linked to the original Broadway production and the recreation of the dance could be assured.

Could you imagine a community theatre or a high school trying to do FOSSE?
I think it would equal non-stop laughter and disgust. For me atleast.
