SPOILER ALERT (sort of):

Even from house right, it's not visible, but it also doesn't appear to be anything special. There's a trap door that opens up on that side that Elphie and Glinda come through at the beginning of that scene. Smoke comes out of the same opening and the broom rises up. It looks to me like probably some stage hand is just handing it up from the trap door. Not exactly sure, but I was expecting to be amazed (because I was looking for it) and wasn't impressed by that effect.

^ I believe it's one of the guards. I could actually see him hand it up from the last row in the Mezz. it's not really that nice.
