The amount of misinformation in this thread is mind-boggling. When in doubt, go straight to the source:

For the record, there are no Equity rules that would prohibit someone like Billie Joe appearing in the show. No deal with Equity necessary. It's not as complicated as most of you are making it out to be.

Actually, the Equity Guest Artist contract does not allow touring, so I do wonder how this is happening.

I would bet, that just like for WOMAN IN WHITE, Jill is there on an exchange, and there'll be a British Actor working on Broadway at some point because of it.
